Asked if the administration would obey a judge’s order blocking troops in Portland, he said the president has “plenary authority.”

Plenary means complete. Cornell’s legal dictionary defines plenary power as “complete and exclusive authority over a particular subject matter,” limited only by the Constitution. Two days earlier, Judge Karin Immergut had ruled the president had no legal or factual basis to send the National Guard into Portland. Miller said the administration had appealed, then cited Title 10 of the US Code, which doesn’t contain the phrase. He stopped mid-sentence and sat silent on camera for about 15 seconds. The anchor called it a technical difficulty and went to a break; after it, Miller didn’t repeat the phrase.

The government’s own lawyers called Kilmar Abrego Garcia’s deportation an error. Miller said it wasn’t.

He called the Justice Department lawyer who admitted the mistake “a saboteur, a Democrat.” The Supreme Court ordered the government to facilitate Abrego Garcia’s return.

After Border Patrol agents killed Alex Pretti, he said Pretti “tried to assassinate federal law enforcement.” Video shows a phone in Pretti’s hand.

Border Patrol agents killed Pretti in Minneapolis. Videos verified by NBC show no weapon in his hand; they appear to show an agent taking a holstered pistol from him, which he had a permit to carry, just before he was shot. Three days later Miller said they were “evaluating why the CBP team may not have been following that protocol,” without saying which one.

“The Democrat Party is not a political party. It is a domestic extremist organization.”

He said it after Charlie Kirk’s killing. On Kirk’s show days earlier he had promised to use “every resource we have” at the Justice Department and Homeland Security against what he called “a vast domestic terror movement,” which he said meant organized doxxing campaigns, riots and street violence.

Leaked emails show him pushing white nationalist sources to Breitbart.

The SPLC reviewed more than 900 emails from 2015 and 2016. In them he promoted VDARE, American Renaissance and The Camp of the Saints, a novel popular with white nationalists. The White House didn’t respond.

His family owns $100,001 to $250,000 in Palantir, an ICE contractor, while he runs the deportation drive.

His own financial disclosure lists the holding, in an account for one of his children, which ethics rules treat as his. The Project on Government Oversight flagged it.
